Tenant Management Organisations (TMOs)
A Tenant Management Organisation (TMO) is a legal body formed by council tenants and leaseholders to manage their homes. It operates independently under the Government’s Housing (Right to Manage) Regulations 2012.
TMOs are paid an annual allowance to take on specific housing management services. These are agreed in a Modular Management Agreement with the council. These services can include things like:
- tenancy management
- rent collection
- day-to-day repairs
- caretaking
How to set up a TMO
Before setting up a TMO the following steps must be completed.
Form a resident group
A group of tenants and leaseholders comes together to explore the option of taking over management.
There must be at least 25 properties occupied by secure council tenants within the area the group would like to manage.
Gain community support
The group must build confidence and engage with the community to establish priorities for the TMO.
Conduct a ballot
The group must hold a secret ballot of eligible residents. A majority must vote in favour of the TMO going ahead.
Demonstrate competence
The group must participate in a competency assessment to demonstrate it can effectively manage the services. This is completed by an approved government assessor.
Develop an agreement
A Modular Management Agreement is created in partnership with the council, outlining the responsibilities of the TMO.
If a TMO is created, you remain a council tenant or leaseholder, and your existing rights are protected.
The only thing to change is that the TMO manages the tenancy and lease on behalf of the council.
