Transfer of planning powers to the Oxford Street District Development Corporation

What the Oxford Street Development Corporation is

The Oxford Street Development Corporation (OSDC) is a Mayoral Development Corporation established by the Mayor of London to lead the regeneration and transformation of Oxford Street and parts of the surrounding West End area. It was formally established on 1 January 2026 and is responsible for delivering the Mayor's vision for Oxford Street. For more information, visit the OSDC website.

When the OSDC becomes the Local Planning Authority for the OSDC area

The Oxford Street Development Corporation (Functions) Order 2026 transfers planning decision-making functions from Westminster City Council and the London Borough of Camden to the OSDC for sites within the OSDC area from 10 August 2026.

Making an application to Camden before 10 August 2026 

We strongly advise you not to make any new applications to the council prior to the transfer date on 10 August 2026. There will be insufficient time for the council to process, assess and determine applications submitted in this period prior to the transfer date.  

Applications will be determined more quickly if submitted directly to the OSDC on or after 10 August 2026. You will be able to submit applications online to the OSDC in the usual way via the Planning Portal, Planda Portal or by email from 10 August 2026 onwards. Find more details on how to submit

What will happen to applications that have already been submitted to Camden

Officers are prioritising the assessment and determination of current applications within the OSDC area and will determine these where possible prior to the date of transfer on 10 August 2026. 

Applications that cannot be determined by the transfer date will be transferred to the OSDC automatically by the council on 10 August 2026.

From 10 August 2026 onwards, the council will no longer be the Local Planning Authority for these applications and the OSDC will continue the assessment of these applications and be responsible for their determination. 

Planning policies the OSDC will use to determine transferred applications

The OSDC will be using the council’s development plan and Supplementary Planning Documents to determine applications. Therefore any applications transferred from Camden to the OSDC will be determined using the same development plan policies as would have been the case had the council determined the application prior to the transfer date.  

Pre-application advice requests to Camden for sites within the OSDC area

The council is no longer providing pre-application advice for sites within the OSDC area. Requests for advice on proposals relating to sites within the OSDC area should be sent to [email protected]

Who will investigate alleged breaches of planning control in the OSDC area

Planning enforcement powers will also be transferring to the OSDC on 10 August 2026. However, we are mindful that it is important that alleged breaches are investigated promptly. Therefore, you can still report breaches of planning control to the council in the period up to the date of transfer on 10 August 2026 in the usual way, using the report a planning breach form

From 10 August 2026, breaches of planning control within the OSDC area should be reported directly to the OSDC using the OSDC report a planning breach portal. Any current enforcement investigations that remain open on 10 August 2026 will be transferred to the OSDC. 

Who will be responsible for Land Charges

The OSDC will be responsible for updating the Local Land Charges Register for land within the OSDC area. The register has been migrated to HM Land Registry. However, the council will remain responsible for providing CON29 search responses for properties and sites within Camden, including the OSDC area. 

To enable this, OSDC will be responsible for providing the relevant planning decision information to the council for Local Land Charges records and search responses within the OSDC area.

  • use HM Land Registry to search the Local Land Charges register
  • contact the council for CON29 search services for all properties and sites within Camden, including those located within the OSDC area
