Kilburn Neighbourhood Plan

The Council formally adopted the Kilburn Neighbourhood Plan on 2 March 2026.

Kilburn Neighbourhood Forum submitted its proposed Neighbourhood Plan to Camden and Brent Council for the cross boundary neighbourhood area in May 2025.

Examination

Camden and Brent with support from Kilburn Neighbourhood Forum appointed Mr Derek Stebbing to hold an independent examination of the Neighbourhood Plan. The examination took place between July and September 2025.

The Examiners report was received on 30 September 2025 and stated subject to modifications being made the Plan met the basic conditions.

Camden and Brent  considered the examiners report and decided on 23 October 2025 to accept the Examiners recommendations and publish a Decision Statement and proceed to a referendum. 

Referendum

A referendum was held on 11 December 2025 where all eligible voters were asked: 

'Do you want the London Boroughs of Brent and Camden to use
the Neighbourhood Plan for Kilburn to help them decide planning
applications in the neighbourhood area?’

Of the votes cast, 88% supported the Council using the Plan, 12% voted against. The turn out was 9%.

On being approved at referendum the Plan became part of the development plan in the neighbourhood area.

Area and Forum applications

On 3 June 2016 the London Borough of Camden and Brent Councils approved the designation of the Neighbourhood Area and Neighbourhood Forum. A public consultation on the Forum and Area applications took place between 3 March to 15 April 2016.

The 2016 approved applications can be viewed below, they show the area in which the neighbourhood planning powers apply.

The Kilburn Neighbourhood Forum was redesignated for another 5 years on 28 January 2022.
