Camden Adult Social Care Market Position Statement

Camden’s Market Position Statement (MPS) creates a common understanding of the local care market, including the need and demand for care, the supply of services, and local commissioning intentions.

The MPS sets out how we aim to design and deliver services for people who need care and support, now and in the future. It creates a platform for continued dialogue and collaboration with providers around both the opportunities and the challenges facing the local social care and health system. The MPS also encourages market development solutions that can improve care outcomes.

We take a relational approach to our work with provider partners. We know that by collaborating, we create opportunities for innovation, learning and ensuring high quality, responsive and person-centred services. We support existing and potential future providers to understand Camden, the strategic priorities and expectations of the Council, alongside the local demographics and needs of the population.

This MPS covers a period of 5 years and will be updated by 2027/28.

Market Sustainability Plan

The Market Sustainability Plan is Camden's response to current market conditions and incorporates our future vision which includes a programme of transformation that focuses on the objectives of the 'Supporting People, Connecting Communities' strategy and reinforces our ambition that residents are able to live and age well in Camden.

In Camden, we believe that quality starts with what matters most to people, and what enables them to live their lives in the way they want, in the places they call home and with the people that they care about. The quality of care and support that residents draw on is critical to people's wellbeing and outcomes to live a good life. 

What Quality means in Camden

In December 2021, the Government announced their plans to reform adult social care. The first key milestone included a cost of care research exercise and the development of a draft Market Sustainability Plan. In November 2022 the Government announced a two-year delay to the implementation of key elements of adult social care reform, for example, the implementation of the care cap is now delayed for two years until October 2025. 

However, the Department of Health and Social Care (DHSC) confirmed that publication of the outcome of the cost of care research would go ahead on 1 February 2023 and the publication of an updated Market Sustainability Plan would go ahead on 27 March 2023. 

We appreciate and recognise the time and commitment of providers in completing the cost of care research exercise. Whilst we acknowledge the limitations of the research, it is likely to offer some opportunities for Council to better understand the various cost models used by providers.
