Financial offer for resident leaseholders on redeveloped estates

The financial offer to resident leaseholders includes the following things. 

The full market value of your property 

The market value of your home will be assessed by an independent valuer who is registered with the Royal Institution of Chartered Surveyors (RICS). 

If you disagree with the initial valuation, discuss it with your dedicated rehousing officer. The process will then be as follows.

  1. You can arrange for an independent valuation from another RICS-registered valuer, providing we've approved the costs beforehand.
  2. We will review both valuations and make a further offer
  3. If you are still dissatisfied, you can access the RICS CPO Alternative Dispute Resolution (ADR) service.

A home loss payment 

The home loss payment is 10% of your property’s market value, up to a maximum of £81,000. 

The maximum amount is reviewed annually by the Government on 1 October. 

To qualify, the property must have been your main residence for the 12 continuous months before the date of sale. This requirement is set out in Section 29(2) of the Land Compensation Act 1973. 

A disturbance payment 

Disturbance payments are intended to cover reasonable costs you incur as a direct result of moving. 

These may include: 

  • reasonable fees associated with selling your home and buying a new one 
  • surveyor’s fees 
  • removal costs 
  • Stamp Duty Land Tax (if applicable) on a replacement property up to the agreed market value of your existing home 
  • mortgage fees directly related to the move 
  • costs of disconnecting and reconnecting utilities 
  • costs of adapting a new home to meet specific needs, such as health-related adaptations (subject to an occupational health assessment) 

Claiming a disturbance payment 

There are 2 ways to claim disturbance costs. 

One-off payment 

This is a one-off sum. You do not need to provide receipts. 

Receipt-based claim 

If you choose a receipt-based claim, we must approve all costs before any work is carried out.

You will need to contact your dedicated rehousing officer in advance and get at least 3 quotations from VAT-registered companies.

Each quotation must include: 

  • the date and company letterhead with full contact details 
  • company registration and VAT number 
  • a description of the services 
  • the total fee or rate 
  • proposed dates or timeline for the work

Receipts or invoices must be submitted for review and approval before any reimbursement can be made.
