A Disabled Person's Freedom Pass gives free travel on:
- most public transport in London, 24 hours a day including the underground, London Overground, Docklands Light Railway and Croydon Tramlink
- most National Rail services within the London area - after 9.30am on weekdays, and all day on weekends and public holidays
- local bus services in the rest of England between 9.30am and 11pm, Monday to Friday, and all day on weekends and public holidays
If the pass is used on National Rail beyond the Greater London area, the extra onward cost must be paid before boarding the train.
Who can apply
You can apply if you live in the borough of Camden. You will need to provide proof of address.
You may be eligible if you:
- are severely sight impaired or partially sighted
- are profoundly or severely deaf
- are without speech
- have a disability, or have suffered an injury, which has had an effect on your ability to walk
- don’t have arms or have a long-term loss of the use of both arms
- have a learning disability
- would have your application for a driving licence refused for reasons other than because of drug or alcohol misuse
You’ll automatically qualify if you already qualify for:
- Personal Independence Payment (PIP) and score 8 points or more in the 'moving around' or ‘communications’ element
- Higher Rate Mobility Component of Disability Living Allowance
- War Pensioners’ Mobility Supplement
- Certificate of Visual Impairment (CVI)
You must provide all the relevant pages of the PIP benefit letter.

Apply by printing and filling out a Disabled Person's Freedom Pass application form. If you want us to send a printed copy of the form to you, ask for this by:

If approved, your pass will be sent to you in 7 to 10 working days. If we need additional information, we’ll contact you.

Our Concessionary Travel department hold face-to-face sessions every Tuesday at:
- 5 Pancras Square, Kings Cross, N1C 4AG, in the ground floor reception area, from 10am to 4pm
- Queens Crescent Library, 165 Queen's Crescent, NW5 4HH, from 11am to 4pm

How to appeal a refused application
If your application is refused (rejected), you have the right to appeal and ask for a review of the decision.
You must send us your appeal within 28 days of being told about the refused decision - appeals made after this time will not be accepted.
To make an appeal, tell us the reasons why you disagree with our decision and include any new evidence to support this. Do not include evidence you used in your original application. You can send us your appeal by:

After we receive your appeal, it will be reviewed by our Appeals Panel within 21 days. The panel will then let you know their decision. If your appeal is unsuccessful, you are entitled to request for a Stage 2 Appeal. The Stage 2 Appeal Panel will include three Councillors and a Medical Advisor to review all the evidence presented.

Lost, stolen or damaged passes
If your pass is lost or stolen, you must report it to the police.
Replacing or updating a Disabled Person's Freedom Pass
If you need to update your pass or need a replacement, call 0300 330 1433 between 9am and 5pm, Monday to Friday or visit the London Councils' website for further guidance. There's a replacement fee of £15.
Freedom Pass Renewal from March 2026
If your Disabled Person’s Freedom Pass is expiring on Tuesday 31 March, you'll have been contacted by our Concessionary Travel department between September and November 2025 with the details on how to renew your Freedom Pass. This will have been either by email or letter.
You may be asked to complete a new application form and provide supporting evidence from a healthcare professional.

Passes issued by other London boroughs
You'll need to complete a new application if your pass was issued by another London borough. If you automatically qualify, you'll need to provide a copy of your entitlement letter dated within the last 12 months.
